How to use @media in php file?

Hi, I have created a simple HTML template which is yet not responsive. In order to make it responsive, I am trying to use @media but I am getting no response of the changes I am performing. Is there anyone who can resolve this issue? the template that I have created goes out of order on different screen resolutions.

You are probably a little confused, @media is CSS

and should be placed in your CSS stylesheet file.
