I have an excel file we use for keeping track of technicians and they want to use it for more than one location, which means it needs to goto a webpage and hosted for multiple users. Google Sheets and other Google Docs allow you to provide different levels of access (from read-only to full editing access) to other users. But if that does not work for you and you want a more custom solution, I'd personally probably take a database-driven approach -- initially populated by saving the spreadsheet as a CSV and then loading that into the DB. You may be able to find some ready-made solutions, perhaps as a feature/plug-in for a CMS, or a stand-alone web app. It all depends on how much customization you want/need, your ability to write/adapt the code on both the server and client sides, etc. First thing a quick google search I tried found: https://wordpress.org/plugins/tags/spreadsheet/

Perhaps I'm misunderstanding, then. I was thinking you wanted multiple users to be able to edit it, which means the data needs to persist somewhere on the server. Whether that's in a DB or a file...*shrug*.

The Excel file I have showing uses ActiveX controls for the drop down and VBA code for the color changes.
